It’s already happened across the states of Iowa, South Dakota, and Nebraska, and now it could be coming to a college in one of our hometowns. The University of South Dakota is considering a campus wide smoking ban, and it may come as a surprise that students are the ones who are behind the push to snuff out those cigarettes. USD’s student government passed a resolution back in November, and if the University gives it’s go ahead, it could mean no more smoking anywhere on campus. “It’s not just about the smokers, but it’s about everybody else too; the people who have to be around it all the time,” says Paige Kuhn, a freshman at USD who supports a campus wide smoking ban.

Californians may soon be adding hospital campuses to the list of smoke-free workplaces. The Assembly passed a bill Monday that would expand current limits on smoking at hospitals to entire campuses. Existing law makes it illegal to smoke tax free Beverly cigarettes in buildings and areas adjacent to entrances. Assemblyman Jerry Hill (D-San Mateo) argued that the legislation would not only encourage patients, visitors and employees to quit the habit but protect people against exposure to secondhand smoke.

In a country where 46 per cent of males smoke, and where the government spends RM20 billion a year treating tobacco-related illnesses, it is imperative that we as a society demand greater health protection, and stronger tobacco laws. However, in the enactment of tobacco laws to protect public health, and also in the execution of anti-tobacco/pro-health advocacy, there has been a long history of tobacco industry interference which undermines and very often, blocks efforts from materialising altogether.

While the Palmetto State has made some strides, at local levels, on ordinances banning smoking discount Bond cigarettes in restaurants and bars, we still got all F’s on the American Lung Association’s “State of Tobacco Control 2012” report, released earlier this month. The report grades states on cigarette tax rates (F), tobacco prevention and control program funding (F), coverage of cessation treatments and services (F) and smoke-free air laws (F). South Carolina was among seven states that made all F’s, while no state received straight A’s.

Tobacco companies have opposed a proposal to raise the tax on cigarettes that could see smokers pay Sh7 to the Treasury for every ten shillings spent on their products. The move is aimed at boosting government revenue and aligning Kenya’s taxation regime with international standards. The Institute of Legislative Affairs (ILA) is proposing that the Treasury increase taxes on cigarettes to an effective rate of 70 per cent, the internationally recommended level by the World Health Organisation (WHO).
