Key lawmakers tasked with finding a compromise on a statewide smoking ban stated their positions publicly Monday then went behind closed doors to delve into the details. No agreement had been reached by the evening. Legislators have set a Friday deadline to come to an accord. The drive behind the legislation is to protect employees from working in conditions that are hazardous to their health. The House version of the bill provided only a few exemptions for casinos, retail tobacco shops and private clubs that vote to retain smoking. And it gave bars an 18-month delay for implementation.

The way to a corrupt official’s heart is through his lungs. Or at least his smokes. Cartons of Good Cat brand cigarettes are selling for as much as RMB5,600 (US$890) per carton in the city of Xi’an, in Shaanxi Province. The suspicion, according to study this week, is that they are being used to bribe officials. In China, where giving and sharing cigarettes is customary and a large percentage of people smoke, luxury cigarettes have become a common currency for bribery. “Because of corruption, you cannot do business, in effect, you can do nothing, if you don’t send gifts to those in power,” states an editorial from Xinhua News.

Recent concerns have been raised regarding the smoking situation on the campus of ETSU. Legislation is currently being considered by the SGA that would include setting up designated smoking areas around campus. Dalton Collins, president of the Student Government Association, suggests that the current rules are unfair and that they place an unnecessary burden on smokers. ”The smoking policy at ETSU is one that is unfair to every person who works, resides and pursues higher education on this campus,” Collins said.

The Ministry of Health enforced new smoking regulations in which the public places owners became responsible for preventing clients smokers from smoking cigarettes indoor. In case the owners will violate the new legislation, they will be fined. ”For example the owners of shopping malls, restaurants and hotels will be fined almost 500,000 Iraqi dinars if they will permit clients to smoke cigarettes or tobacco,” declared the Speaker of the Ministry of Health Dr. Qadir Khalis. Khalis also added that the owners of public places will face a heavy fine 1,000,000 ID for a repeat offenses violation per week. Those who selling smoking products face prosecution if they sell cigs to customers under 18 year old.

A proposed new smoking ban that would snuff out cigarettes on restaurant and bar patios seems bound to light up debate at city hall Monday. At least one member of the committee set to debate the ban says he’ll push for it, while another says he’ll push back. “There are more and more regulations and rules about what you can do when you wake up in the morning,” Coun. Dale Henderson said.
