Cheap cigarettes being smuggled from the country’s Southeast Asian neighbors have become a craze among Filipino smokers and a cause for worry for local cigarette manufacturers. During a recent congressional hearing for a bill seeking the unitary tax scheme for so called “sin products,” an official of a local cigarette firm confronted Department of Finance (DoF) executives with proof that Thailand, Indonesia, and Vietnam are slowly flooding the market with cheaper cigarette brands that are becoming popular among smokers.

A local business owner is out to give Tri-Lakes Area smokers a new, cheaper alternative to traditional cigarettes. “We don’t even call them cigarettes,” John Hagerty said. “These are heavier. They’re different. We choose to call them smokes.” Hagerty is the owner of the Liberty Smoke Shop in Branson West, which has been operating since November, and the Freedom Smoke Shop in Hollister, which just opened last month. The layout of both stores is a bit unusual, consisting of little more than a cashier’s stand, storage cabinets and an approximately 5-foot-tall, square machine called a RYO filling station.

Last summer, the Tobacco Products Scientific Advisory Committee (TPSAC) released a report that was supposed to help guide the FDA in deciding whether to ban menthol cigarettes from the market. Instead of issuing a specific recommendation, however, the TPSAC report merely suggested that the agency should consider all of the potential effects of a menthol ban if it does consider such a policy. Unlike TPSAC, however, ACSH’s Dr. Gilbert Ross has a strong opinion on the potential menthol proscription: He thinks it’s a bad idea. “The rationale for such a ban is flawed, and the repercussions will be dangerous for public health,” he says.

The way to a corrupt official’s heart is through his lungs. Or at least his smokes. Cartons of Good Cat brand cigarettes are selling for as much as RMB5,600 (US$890) per carton in the city of Xi’an, in Shaanxi Province. The suspicion, according to study this week, is that they are being used to bribe officials. In China, where giving and sharing cigarettes is customary and a large percentage of people smoke, luxury cigarettes have become a common currency for bribery. “Because of corruption, you cannot do business, in effect, you can do nothing, if you don’t send gifts to those in power,” states an editorial from Xinhua News.

Value supplement of tobacco remains the aspect that must be developed to further strengthen the fighting industry to remain a strong contributor to the state economy. Malawi Leaf Company General Manager, Jimmy Kasamale said recently that there is a need for a severe approach by the stakeholders to develop cigarettes making industry within the tobacco company. “Malawi has a strong agriculture sector but that is not translated into strong manufacturing industry in spite of the abundant resources. If we develop the cigarette industry the state economy can benefit more than just exporting the raw tobacco,” reported Kasamale.
