When John St. Germain, 21, of Shoreham made his daily trip to Maplefields to pick up a pack of Monte Carlo cigarettes on July 1, he looked past the cashier, realized the price of cigarettes had skyrocketed overnight, pushed his wallet back into his pocket and walked out the door empty-handed, swearing never to buy another pack again.

Citations for violating Kanawha’s smoking ban have dropped significantly since the ban was extended to bars and gambling establishments three years ago. Anita Ray, director of environmental services for the Kanawha-Charleston Health Department, said inspectors found 11 violations in 3,149 Clean Indoor Air inspections in the last fiscal year, which ended July 1.

The House has reinvigorated a proposal to extend the 4-cent Kent cigarette tax, set to expire in 2012. A super-majority of the House and Senate backed the extension. But Gov. Bobby Jindal vetoed the measure, and the House refused to override him. On Monday, Rep. Harold Ritchie, D-Bogalusa, amended his tax proposal into a Jindal administration bill to redirect a stream of tobacco settlement money to the state’s free college tuition program.

The Appellate Body of the World Trade Organization sided with the Philippines in a dispute over Davidoff cigarette taxes and duties with Thailand, ruling with finality that Thailand was unfairly treating cigarette imports from the Philippine. In a report released last June 17, the Appellate Body upheld an earlier-issued Panel Report by the WTO Dispute Settlement Body, saying Thailand acted inconsistently with its WTO obligations and acted counter to provisions of the General Agreement on Tariffs and Trade.

Bristol- based tobacco giant, Imperial Tobacco (LSE: IMT) are expecting a £110 million hit to their profits after changes to pricing laws in Spain. Spain remains an important market for the manufacturer of Lambert & Butler, Gauloises and Davidoff brands of cigarettes, and the company report they have ‘acted to protect their market position’ and continue to monitor the situation.
