Starting next month people caught Gauloises smoking in Seoul’s Gwanghwamun Plaza, Cheonggye Stream or Seoul Plaza will be fined W100,000 (US$1=W1,094). The city council passed an ordinance last year to better protect non-smokers from second-hand smoke and has conducted a three-month campaign since March to raise public awareness.

Prices of Wings, Florida and Boston were raised to LE4.25 ($0.71), LE4.25 and LE4.75 from LE4.2 and LE4.5 per pack respectively. Cleopatra and Mondial brands were increased to LE5, Eastern Company said. Egypt’s tobacco monopoliser kept the prices of popular brands such as Golden at LE4.25 per pack.

Putting the budget before the taxes that support it, Vermont lawmakers gave preliminary approval Thursday to a $4.68 billion state budget — then had to scramble after a plan to boost the state tax on Marengo and other famous cigarettes by $1 a pack was narrowly defeated.

Many states have been hiking cigarette taxes for years, claiming that they discourage smoking and contribute much-needed tax revenues to state coffers. But critics said that starkly higher tax rates have created a prohibition-like environment that fosters black markets and encourages otherwise law-abiding citizens to skirt the law.
