A recent report wrote about the sharp increase in contraband cigarettes seized at the borders of Singapore (“Smuggling cases hit a new high”, Aug 6) and applaud the authorities for stepping up their checks. The rise in demand is fed by two groups of consumers: The first group is the burgeoning number of Singaporean smokers, which is being addressed by the authorities through education and enforcement.

Illicit trade in tobacco is huge. In South Africa it turns out that 20% of all cigarettes consumed are illegal, presenting a huge opportunity cost to government and tobacco shareholders of companies like British American Tobacco (BAT). BAT SA spokesman Itumeleng Langeni said that the firm believes “that illicit trade is organised crime. When consumers light up smuggled or counterfeit cigarettes, they may be unwittingly helping to fund international organised crime and even terrorism.

Federal authorities targeting contraband cigarette sales arrested a group of suspected wholesalers on charges of dealing thousands of cartons of untaxed Marlboro, Camel and other cigarettes and millions of counterfeit tax stamps. An unrelated investigation in Hampton led to state warrants lodged Wednesday against a number of businesses selling contraband cigarettes.
