This time of year, shareholders bombard corporations with new proposes about executive pay, governance and other secrets. But once in a while, an suggestion comes along that really stands out. This year’s reward may go to Daniel Morrison, who asked Altria Group, the parent company of Philip Morris USA, to increase TV and radio advertisements for its cigs and smokeless tobacco products.

This is the only method that potential clients will find out about new products, or be tempted to switch smoking brands. He also asked Altria to investigate how it could advertise products online, on smartphones, by messages and even on satellite radio.

In a recent letter to Altria’s control panel, Morrison wrote that “hundreds of millions” of Americans have never heard watchwords like “Come to where the aroma is” or “You get a lot to like with a Marlboro cigarettes.”

“This new proposal is not about selling more smoking products. This is about freedom,” he explained.

Morrison described himself as a solitary city employee who owns almost $9,500 worth of stock in Altria, which held its yearly meeting Thursday in Richmond, Va.

The Securities and Exchange Commission, which received his letter along with other shareholder suggestions, isn’t permitted to issue details about Morrison.

Altria asked the government for permission to reject Morrison’s suggestion from its shareholder ballot. For one thing, the company proposes, Morrison didn’t send a written statement that he intends to delay his shares through the conference, as the SEC requires, or even proof that he is a shareholder.

More significant, his new proposal would require breaking the legislation: Cigarettes companies have been prohibited from advertising cigs on TV for more than four decades. They’re also prohibited from any marketing that could be construed as youth-oriented, and the government is considering more restrictions on advertising smoking products via new media and new technology, such as the Internet, emails or even smartphones.

Smoking tobacco at Rangers Ballpark in Arlington could soon be banned. Puffing on a cig at Cowboys Stadium could lure a punishment. The slow but firm expansion of local no-smoking regulations may be taking another step in Arlington, where a City Council committee has begun reexamining the city’s smoking law. Councilman Robert Rivera pressured the council to take another look at the legislation. Some other city council members, for example Mayor Robert Cluck, a physician, have supported previous law.

It’s a favorable time to go through the anti-smoking legislation again, and tourist attractions like Rangers Ballpark and Cowboys Stadium are a wonderful place to start.

The last main changes in the law came in 2006 when the council banned indoor smoking at restaurants, hotels and even motels. Smoking is permitted at some places like private bars and nightclubs all of which must not allow patrons  and employees under 18.

Even the University of Texas at Arlington is a non-smoking campus. One influence for that ban, executed in more than two years, is that the Cancer Prevention Research Institute of Texas will not fund study projects where smoking is permitted.

For example some of the Texas cities, like Dallas, Fort Worth, Austin and El Paso, prohibited smoking in office buildings, and there’s a very long list of other regulations in cities through the state.

Beginning with July 1, a new state legislation targets inhabitants “who possesses, with intent to dispense, more than 5,000 (25 cartons) tax-paid smoking products.” Violators would be guilty of a misdemeanor and would face a civil punishment of up to $5,000 for a first violation, $10,000 for a second violation and $50,000 for other offenses.

The phrase “tax-paid cigs” means cigarettes that have been legally bought in a state and usually bear the state’s tax stamp.

Virginia has the nation’s second-lowest cigarettes tax – 30 cents per packages. Only Missouri is lower, a 17 cents a packaging. The tax ranges as high as $4.35 per package in New York, the Federation of Tax Administrators found. The median tax for the 50 states and Washington, D.C., is $1.25 per package.

As a result, someone can purchase cartons of cigs in Virginia and again resell at a higher costs in other states. Virginia authorities want to stop this fraud.

This year, the General Assembly unanimously passed two identical laws: House Bill 479, proposed by Delegate David Albo, R-Springfield; and Senate Bill 347, sponsored by Sen. Ryan McDougle, R-Mechanicsville. Gov. Bob McDonnell signed the ordinance into law in March.

The new law targets inhabitants who are outside the “legitimate distribution chain” for cigs. It would not affect registered cigarette retailers.

Cigarette smuggling has not only been causing serious losses to the national exchequer but also terrible violating government’s needs of printing health warnings on every cigarette package sold in the markets. A senior official at a tobacco company explained that it was unfortunate that billions of illegal cigs are being sold in the country causing billions in state income losses. It is also disruption the government’s public health agenda, he said.

Smuggled cigarettes had raised their sales by 65 per cent in the last year. “The state government must take serious action for to stop this influx of smuggled cigs,” the local tobacco company official declared.

A country wide study has detected that such smuggled cigarettes packs are being sold in horrible violation of all the regulations, rules and ordinances in the market.

When asked from tobacco retailers they responded that it was very easy to recognize illegal and non-illegal cigs by simply looking at the package.

“Smuggled cigarette packs would be the one without the pictorial health warning while the locally manufactured cigarette packages carry the pictorial as well as written health warnings,” a retailer explained.

Haji Mobeen, chairman of the Cigarette Retailers Association, mentioned that neither any official from the health department or from legislation enforcing agencies have ever stopped by to check or question the sale of the foreign unlawful cigarettes.

He pointed out also that if the sale of these smuggled smoking brands had to be stopped, it should be stopped at the main source from where these were coming into Pakistan.

“We are only selling such brands because these are available to all of us easily in the wholesale tobacco market,” Mobeen concluded.

Eight in 10 inhabitants questioned in Scotland think that cigarettes marketing is more harmful especially to kids, according to a new study. The poll disclosed 86% of those investigated also believe that children should not be exposed to any cigarette ads. Cancer Research UK explained that it released the results as the UK Government consults on whether to put all tobacco in packages of uniform size, shape and even design, with large letters of health warnings on the front and even the back of packs.

It found that almost 70 percent thought the colorful branding and attracting logos make cigs more appealing to kids.

The alms is now pleading people to sign their The Answer is Plain campaign, which is calling for all smoking branding to be removed.

Vicky Crichton, public affairs manager for Scotland, declared: “This study shows that people across the country evidently support action to escape one of the last ways the cigarettes maker can manufacture its smoking products. So we’re asking them to sign our petition and also to help end the ‘package racket’.

“Many parents know that their kids are really very attached to such smoking brands and cleverly-designed packs plays a very important role in keeping that attraction. But when we are talking about tobacco, then it’s time to change the legislation.

“We have a single opportunity to protect kids from the marketing of this product. This is not about ‘the nanny state’. This is about us as a society saying that it is wrong for tobacco – a smoking product that kills half of all its long-term users – to be marketed to kids as though it were a bag of sweets.”

Dita Von Teese wouldn’t be ‘caught dead’ smoking a cig. The parody dancer often uses fake smoking devices when she is doing her show, but would never use a real cigarette because it can ‘kill’ her. She declared: ‘I usually smoke in two of my shows but I use herbal cigs. I would never smoke a real cigarette in my real life. ‘I like the look of smoke coming under the stage lights, it’s really cinematic and very beautiful and reminds us of a past time when usually people didn’t know that smoking habit could kill them.

Dita will this year be celebrating her 40th birthday, and she shows that she has already begun to think about what to do but is very nervous about it.

On June 5, California voters will be asked to make legislature careers much shorter and tobacco products more expensive. Under a proposed law billed as restricted legislation, politicians would be permitted to spend fewer years in the California Legislature, but craft longer careers in either of its houses. Proposition 28 would confined legislators elected after June 5, 2012, to a lifetime maximum of 12 years in office, more than the current 14 years.

Meeting seats now have a restriction of three two-year terms. Senate residence have a limit of two four-year terms, or eight years total. The new limits would permit a 12-year term in either house.

Supporters reported that the new reform would both make politicians more responsible and more  skilled by discouraging the current smoking habit of moving from one office to another to reach their lifetime term limit. It would also close a gap that currently lets some politicians to provide to 17 years if they finish out less than half of the term of another lawmaker.

Rivals call the ordinance “a swindle” funded by special interests and unions that would really weaken term limits. They said that the current term-limit legislation prevents politicians from gathering too much power by removing them out of office after six or even eight years — even though they can then run for another office.

Cigarettes smokers will have a difficult time finding a place in Cohasset to purchase tobacco products if Town Meeting sides with the Board of Health, and not selectmen or the Advisory Committee, on two tobacco-related ordinance new changes. The Board of Health wishes to stop pharmacies and any shop containing a pharmacy from selling smoking products. The control panel also has proposed adding electronic cigs to the list of nicotine products by now prohibited from use in public areas in town. Approximately 30 communities, including Walpole and Westwood, Boston, Lowell, Springfield, and also Worcester, have banned the sale of smoking products in shops with pharmacies, said D.J. Wilson of the Massachusetts Municipal Association.

He also added that almost 27 districts, including Hanover, Kingston, Taunton, Wareham, and Walpole, include electronic, or even smokeless products in their rules prohibiting smoking in all public areas.

Cycling legend Lance Armstrong is not used to being the failure. But the seven-time Tour de France winner faces a slope climb in his quest to increase cigarette taxes in California to fund cancer research. If voters approve the tobacco tax law Armstrong is championing in the June primary, smokers in the nation’s most populous state will pay an additional $1 for each package they purchase, bringing hundreds of millions of dollars for country.

The money would go to a new committee that would fund research new programs, smoke-free programs and tobacco legislation enforcement.

But higher taxes on cigs and other smoking products could mean big losses especially for Philip Morris USA, RJ Reynolds and the other main tobacco industries, which are financing the campaign. The company calls it a badly cracked measure that will oblige California taxpayers to pay for a smoked bureaucracy that could deliver research dollars out of state.

The cigarettes companies and anti-tax groups that resist the initiative had increased almost $39.8 million as of May 7, while Armstrong and his supporters had raised $4.9 million.

“It doesn’t matter how much you support the cigarette companies’ right to do smokes business; they’re on the wrong side of this,” Armstrong declared in a recent interview with The Associated Press. “We’re still losing hundreds of thousands of dollars every year to cancer. On the one hand, that can be very dishearten. But for me it’s very prompt motivation.”

Eight inner-city tobacco businesses have been caught out in undercover council stings after selling cigs to minors. The cities of Yarra and Melbourne regularly employer a 15 or 16-year-old to try to purchase cigarettes from a range of businesses in the these municipalities. Yarra Council last month tested 29 businesses and it found two unlawful sold cigs to the 15-year-old. Yarra Mayor Geoff Barbour declared that the two Richmond tobacco businesses had been gaped with $489 fines because it was a first violation.

Cr Barbour explained that the illegal cigs sale rate of 7 percent was the same as it was during the previous round of testing in January.

Meantime, Melbourne Council’s most recent activity – conducted in October – failure six out of 30 businesses selling to a minor.

Council spokesman Sam Bishop reported that four premises received a warning for their first offense and the council was still considering what serious action to take against two tobacco businesses that had annoyed previously.

Mr. Bishop declared that the council carried out four full days of testing a year in line with a contract with the Municipal Association of Victoria.

The state council will also take a decision soon whether to prohibit smoking around childcare playgrounds and community centers after public conference on the proposal completed last week.

Mr. Bishop confirmed some discussions had been held with traders regarding a new proposal to ban smoking in Bourke St mall, but no definitive decision had been made.
